Controversial Weapons Increase Violence, Despite Police Claims.
Boston - On Thursday, November 4, the Boston Area Faculty Group on Public Issues, the National Lawyers Guild and the Save Our Civil Liberties (SOCL) Campaign issued a public demand for an immediate moratorium on police use of so-called “non-lethal” and “less-lethal” weapons. The press conference, held at the Emerson College campus, highlighted the recent death of Victoria Snelgrove during a Red Sox celebration as an example of the misuse of less lethal weapons by local, state and federal law enforcement around the country. |
Victoria Snelgrove is the latest in a string of incidents that indicate less-lethal weapons actually increase the use of force by police in situations where other alternatives could have, and should have been used.
In Miami during the November 2003 FTAA protests, less lethal weapons were used entensively to disperse peaceful crowds, including their use on unsuspecting journalists, local citizens and people silently praying. Street medics treated over 100 injuries including at least five serious head wounds caused by police firing projectiles to the head - the same scenario that resulted in the death of Snelgrove.
Less-lethal projectiles were also deployed and used during the April 2003 Oakland Port protests when police open fired on peaceful protestors, longshoremen, legal observors, and journalists with rubber and wooden projectiles. Several dozen people were injured, including some who were permanently maimed by the bullets. Recently, police used pepperball projectiles to disperse an anti-Bush crowd in tiny Jacksonville, Oregon when other alternatives were available.
Just yesterday, police fired pepperballs and injured protesters in a Tucson march spearheaded by the National Lawyers Guild.
"It has become clear that less-lethal weapons encourage officers to shoot first and talk later," said Gan Golan, a member of the Save Our Civil Liberties Campaign who experienced police abuse of less-lethal weapons in Miami. "Despite warnings voiced by Amnesty International, the ACLU and the National Lawyers Guild, police continue expanded use of these controversial weapons."
The California Chapter of the American College of Emergency Physicians points out areas most likely to cause serious injuries are the same areas that cause immediate incapacitation. (http://www.calacep.org/lifeline/displaylifeline.html?ID=135 also lists other deaths) They state, "Although less lethal weapons were designed to be nonlethal, the potential for both blunt and penetrating serious injury does exist."
Following the death of Snelgrove, civil liberties groups have united to call for a moratorium on the use of these weapons until certain conditions are met. Groups also point out while the death of Snelgrove, who is white, has received broad media coverage, these weapons are used routinely against people of color and the working poor with scant attention.
"How many people have to be maimed or killed before we re-assess the role and use of these potentially lethal weapons?", asks Naomi Archer, a member of the Save Our Civil Liberties Campaign. "We cannot afford for police to relax into using less-lethal weapons as a substitute for other options, and we must ensure that adequate training and accountability mechanisms exist in the future so that our communities our protected."
Groups concerned with less-lethal weapons and civil liberties have assembled two petitions in support of this moratorium, one signed by dozens of Boston-area college faculty, the other by hundreds of city residents. For more information, visit http://www.nolesslethal.com.

The point of the article is to point out that police are more wreckless and careless with less-lethal weapons than with thier 9mm hollow points. The main focus so far has ben on the weapon that killed Victoria rather than the officer who shot her. Because of the weapons label as "less-lethal" the public assumes it was a freak accident rather then the carelessness of an officer. The reason behind Vctorias death was probly the later. |

Wake up. The reason for Victoria's death was that her fellow students were beginning to riot. They had already destroyed property and were continuing to do so. Some idiots in the rear were attempting to slash the legs of police horses. The intended recipient of the shot that killed Victoria was a tall student wearing grey and a knit cap. He was a ringleader attempting to incite more violence. The shot was intended to hit him in the chest. He moved and it struck Victoria. What was fired was nothing more than a paintball as used in paintball gaims. It hit her just right or wrong. It was a freak accident. Stop blaming the police. They have a tough job to do. Blame the idiotic students who should have been celebrating, but instead were destroying property that our taxes pay for. |

the point isn't who they were or they weren't aiming for in this one case. the point is the overall use of the weapons. i've seen with my own eyes student's beign aimed at by these things as they headed back from their dorms at umass amehrst after one of the post red sox events. these have not been riots there has been no property distrcution at the ones i've been at. yet kids have been hit in the face and in one case in the eye glasses as they attempted to disperse. i don't think there were 2 dudes in knitted caps on the same night who pepper balls were aimed at. and if there were the cops still need to work on thier aim and how they use the guns. |

Assuming for argument sake that you are correct in your analysis UMASS student, the fact is that there was a riot starting in the Kenmore area with substanbtial property damage occurring. The rioters are to blame. What is the point of rioting because the Red Sox won? The blood of Victoria is on the hands of all those who were rioting that evening. |

Bullshit MAttheau! riots happen all the time, so maybe we should get even more lethal weapons to use on the crowd, eh? in fact why not let them cut loose with 9mm's since it's really the rioters fault if anybody dies because of them anyway? Your argument is full of holes and your head is full of hate.
What are you here preaching for- would you prefer that cops have no accountability when using certain weapons? So it's ok to kill as long as it's shooting someone in the eye with a FN 303? or shocking them with a Taser 7 times? or shooting tear gas at an asthmatic? Or shooting someone in the chest with a bean bag gun?
So basically, under your plan, a cop could kill anybody any of these ways as long as he/she says they didn't mean it. Oh yeah, I want people like you in charge, your fucking brilliant.

Only a cop dumb as a rock would shoot into a crowd at head level then claim he was shooting for a tall man's chest that is at head and neck level for shorter people. |

i dont care how tied up you are in capitalist bullshit. No amount of property destruction justifies an innocent persons death. Life is just more impoerant than property. If you disagree, you are a greedy asshole. Second, why is it that any time people converge to celebrate, its considered a riot and the police can justifiably use lethal force? |

Some white and black politicians made it illegal for me to enter a city council meeting. I am an educated auditor and bank examiner and blew the whistle on corruption.
Several black guards and one white guard roughed me up at the gate to the city council meeting, illegally. No one did anything? Perhaps it is because I appear white? Perhaps it is because I am poor?
I hope to ally myself in the next four years with investors, militiamen, and dissidents who see the American leadership as I do, men without hearts or simply manipulative beasts.
Let it rain death is my sentiment, as death is preferable to subjugation by the enemy.

well... I have to say that several of the comments on this forum, and others, have me slightly disturbed me. I understand that you live in a country where guns are part and parcel of life, but does that justify the use of them against legitimate protesters?? And the fact taht they were supposeldy damaging public property, well, that simply sickens me, so what! Is a persons life less precious than a plant pot or a window? there are some seriously fucked up moral values creeping out of America and infecting the rest of the world, I think people like Mattheu, and others like him, should seriously think about how thier values are measured.
On a lighter note, it is wonderful to see so many people on this site saying what they say, it gives me hope that America will not in fact destroy the world through it's corrupt evangelical christian values, but I do think there need to be more protest. : ) |

Cops must be held responsible for their actions. What they shot and why they shot it are completely irrelivant in this case.
Paintballs (even the recreational kind) can kill. When you are on a paintball field, a protective mask must be used at all times. Failure to do so will get you banned from the field.If I fire off my paintball gun in a residential zone, I can be charged with the discharge firearm in a residential district. Someone dying from a paintball gun is not a freak accident and if the police believed that it was, that is just further proof that they were not properly trained.
If it was not safe to fire, as it clearly was not, the police should not have fired. No one was attacking the police so self-defence is not an excuse. If there was a large crowd and they wanted to get someone out of it, they can use police on horse back or in riot gear to grab that person. I have seen cops drag out a single protester from a mob of hundreds with no problem. I would gladly pay for the repairs to whatever damaged property there was if would bring this girl back to life.
The point is this. Firing any weapon into a crowd in unjustifiable under any circumstances with the possible exception of saving your life. If the police knew this, then they should be held accountable to murder 2 or manslaughter. If they did not know this, the person incharge of training the police with these weapons needs to be fired and held legally responsible. |

The use of these so-called 'less lethal' weapons does need urgent attention, but the larger issue at hand is the fact that in America the police have far too much power. This needless death is yet another symptom of that problem. More and more America is coming to resemble a textbook example of the police state.
We're instructed by our televisions and newspapers to be afraid of our own shadows, because our streets are slithering with psychopathic criminals. It isn't they I look over my shoulder, though. It's the cops. There is indeed a war on crime being waged everywhere in America...and anyone who isn't wearing a blue uniform and a badge is, by default, the enemy of the law. |

The Boston tragedy brings the police use of less lethal systems to the forefront of public debate as well as considerable debate within the management, operations and training ranks of law enforcement worldwide. Victoria's tragic and unnecessary death must be a catalyst to carefully examine the use of less lethal force options in order to mitigate and even prevent future tragedies. The answer therefore is not to reject all less lethal force options. Rather the answer is for all, the public and the law enforcement community, to clearly understand that less lethal means LESS LETHAL - but still LETHAL! The venerable baton is a less lethal law enforcement tool by which many throughout police history have died. No one seriously suggests doing away with the baton. But out of the loss of lives by the baton, departmental policies and training curricula have been modified such that the police officer of today is much safer in the use of the baton than he/she was 30+ years ago.
The debate over the application of less lethal options for law enforcement must be vigorous, but don't let the debate obscure the fact that through less lethal force options, the probability of fatal results are reduced - not elminated, just reduced. |
